Affordable Housing

Families deserve stable housing. I will fight for rent control and

stronger tenant protections so people can stay in their homes. End the criminalization of homelessness.

Humane Immigration Reform

​America needs immigration policies that respect human

dignity and end abusive enforcement practices by

U.S. Immigration and Customs Enforcement.

Denise Hatch’s Record as CenterTownship Constable

She Didn't Just Talk, She Delivered.

Before running for Congress, Denise Hatch proudly served the residents of Center Township as their elected Constable. Her leadership transformed the office into a professional, responsive team committed to fairness, accountability, and service to the community.

Denise believed a constable’s job was not just about enforcing court orders—it was about serving people with dignity and respect.

That belief shaped everything she did in office.

Building a Strong Public Service Team

When Denise took office, she set out to strengthen the constable’s office and build a team dedicated to the community.

Under her leadership, the office grew by 400%, reaching approximately 60 deputies at its peak.

Each member of the team served under a simple but powerful mission:

PAS — Protect • Assist • Serve

This motto became the guiding principle of the Center Township Constable’s Office and the standard for how deputies interacted with the public.

Delivering Real Results for the Community

During Denise’s time as Constable, her office:

• Served thousands of court papers across the township
• Managed hundreds of eviction cases with professionalism and fairness
• Provided dependable service to both landlords and tenants navigating difficult legal situations

Denise worked to ensure that every resident who encountered the office was treated with professionalism and respect.

Standing Up for Families

Denise understood that many legal disputes involve families facing difficult circumstances.

In one case, an absentee landlord left a property vulnerable to scams and unsafe conditions. Denise stepped in to help protect a single mother raising four daughters, making sure their situation was addressed and their rights were protected.

For Denise, public service has always meant standing up for people who do not have power or influence.

An Office That Answered to the People

Denise believed elected officials should never be distant from the people they serve.

She personally answered calls from residents, ensuring citizens could reach their constable when they needed help.

Her leadership significantly improved responsiveness and reduced the long callback delays that had previously frustrated residents.

​

Serving the Community Beyond the Badge

Denise and her deputies believed service should extend beyond court duties.

Together, they volunteered throughout Indianapolis, including organizing efforts that served hundreds of meals to people experiencing homelessness.

These acts of service reflected Denise’s belief that public safety and compassion must go hand in hand.

Respecting Taxpayer Dollars

Denise ran the office with a strong commitment to fiscal responsibility.

Deputies purchased their own uniforms, equipment, and vehicles, allowing the office to operate effectively without placing additional financial burden on taxpayers.

​

A Leader Who Protects, Assists, and Serves

Denise’s time as Constable taught her an important lesson: government works best when it listens to the people and serves them with integrity.

The same values that guided her work as Constable now guide her campaign to represent the people of Indiana's 7th congressional district in Congress.

ABOUT DENISE

On January 1, 2023 Denise Paul Hatch  begun her first term as Constable of Marion County, Center Township. It was a moment of firsts. She was the first Black woman, Buddhist, and Trinidadian to take the position. 

With a Bachelor of Science degree from New Hampshire College, Constable Hatch has decades of political and business experience. Owning a construction company, interning in Washington, DC as Senate Aide, and volunteering for Obama's and Bernie's presidential campaigns. As a landlord and property owner, she  is very experienced and knowledgeable with landlord tenant law and disputes, a critical part of the Constable's duties.​​

Paving the Way for

Decriminalized Marijuana

Constable Denise Paul Hatch ran for Mayor of Indianapolis in 2020 with an important part of her platform advocating for the decriminalization of marijuana. Many legal experts told her it could not be done but voters were excited at the possibility of the change. After the 2020 election, Marion County decriminalized possession of Marijuana under an ounce. As your new Congresswoman, and a former member of law enforcement, Denise will continue to advocate for the Federal Legalization of Marijuana.

A Note About My Story

​

 

Many people in the 7th District know my name because of headlines. I want you to know the human story behind them.

 

Several years ago, I was arrested at gunpoint in front of my neighbors and charged with a series of 6 felony charges. It never made sense to the people who know me or my record of service. Alleged charges "the theft of $3.00 worth of broccoli, touching a police car, wearing a gun while in uniform, and asking where is my paycheck  because I have not been paid in a year". 

 

What followed was devastating. I was held in solitary confinement for 83 days, then placed on home detention, and later arrested again on related allegations. Under extreme pressure and facing the prospect of additional months in solitary confinement, I accepted a plea on the advice of counsel—at a time when I was not in a position to make a fully rational decision.

 

That plea cost me my position as Constable and labeled me a felon.

 

I want the community to know this: I have always maintained my innocence. I immediately filed an appeal, and the appeal is currently moving through the courts to vacate the plea and correct the record.

 

I share this not for sympathy, but for transparency.

 

What happened to me can happen to anyone who challenges power, asks uncomfortable questions, or stands up for people who are usually ignored. Instead of breaking me, it deepened my commitment to justice, accountability, and dignity—for everyone.

 

I am still here. I am still serving. And I am still listening.

I’m Denise Paul Hatch, a former elected Marion County constable, mother of five, small business owner, and former U.S. Senate intern running for Congress to represent the people of Indiana’s 7th Congressional District.
